I used Stamping Destruction with white stone of legend and a set monster on my side of the field, while he just had toon summoned skull and toon kingdom i selected toon kingdom with stamping destruction and destroyed toon kingdom, but toon summoned skull was fine.

looking at Toon Kingdom's effect...I don't see anywhere on it where it says if its destroyed then the toon monsters are destroyed with it

Must first be Special Summoned (from your hand) by Tributing the same number of monsters needed for a Tribute Summon (normally 1). This card cannot attack the turn it is Special Summoned. You must pay 500 Life Points to declare an attack with this monster. If "Toon World" on the field is destroyed, destroy this card. This card can attack your opponent directly, unless they control a Toon Monster. If they do control one, this card must target a Toon Monster for its attacks.

Highlighted part states that when Toon World is destroyed, the toon goes with it. Toon Kingdom is treated as Toon World.

This has now been fixed on the Usa/Eu servers.

I also noticed this error with "Toon Kingdom" before.
