As for level 4's. The Rule of atk is 2000 but afaik, there are only 2 of them. Alexandrite Dragon and Werewolf. As for def, anyone have a list of non-normal monsters that has more than 2000 def with no negative effects or summon conditions?

All of these have above 2000 def and can be Normal Summoned and do not have negative effects and are not Normal Monsters.

Obsidian Dragon is Forgotten as always ya know He is not even THAT BAD
but yeah Steeldarkeagel pretty much named them all or the useful ones that is

are the more useless lvl 4 or lower monsters that have NEVER SEEN PLAY

Arcana Force 21 - ZA WARUDO

is questionable as he has 2 effects and it's decided by a coin flip ether he becomes broken or a giant liability for over 3000 atk and def

Well there is LVL 4 Destiny Hero Defender with 2700 DEF and doesnt have negative effect like same lvl Big Shield Gardna with 2600 DEF but has protection while face down.
