If you want to upload decks for people to download just attach the deck file to your posts.

Click the "Attach files to this post?" then click post and then you can attach the files.

This is a lot safer than download from random sites.

I have attached the deck to this post
I left the first download link as an alternative, should i remove this or can i leave it just incase it is needed?
