Hi i think that sangan has a bug, i summon him with tour guide of the underworld and i opponent chained i trap hole so tour is gone and sangan stays without effect but when my opponent destroys my sangan i can use his eff

its not a bug.

Sangan's effect activates in the graveyard...so it being negated on the field by Tour Guide means nothing.
