during a duel shooting quasar dragon was destroyed by battle but it's effect didn't go off to special summon shooting star dragon. any help for my question will be greatly appreciative. i saved the duel if that would help better

Yes he can miss time.

Any card that says "When....you can..." has a chance to miss the timing for its effect.

You should always attach replays so we can check what has happened and tell you if it is a bug or a ruling.
