I've found a few bugs with some of the beta cards.
1) Not sure about this, but I think it shouldn't be possible to activate Super Quantum Fairy Alphan's 1st effect if there aren't other monsters (with levels?) on the field
2) Kaiju Capture Unit's 1st effect resolves after it has left the field
3) Painful Escape can be activated, but its effect never resolves
4) Super Quantum Mecha Lord Great Magnas's 2+ effect can't be activated during the opponent's turn.
This bugs all happened on YGOPRO 1.033.7. I have no replay for the 4th bug, since it wouldn't help anyway.

1) Not sure about this. It doesn't make much sense to activate the effect without another monster, but he doesn't state, that he needs to target another monster, so the effect might be allowed to activate anyway. Might just be a mistranslation. I would wait for an official ruling or at least the official translation.

The others should be fixed by now.

The point isn't that Alphan is not a valid target, just that doing so would be activating an effect that does nothing, pretty much like using Raigeki on an empty field. I agree that a ruling may be needed to be 100% sure, though.

EDIT: I've just tested the others, they all work fine.

1) thats not the same case as Raigeki buddy , cuz Reigeki requires monsters on opponent's side to activate , however Alphan requires only a target to activate.

"Once per turn: You can target 1 "Super Quantum" monster you control;" it doesnt say "other" Super Quantum
"all face-up monsters you currently control become that target's current Level" again it doesnt say all "other" face-up monsters...
The text doesnt refer to the requirement of havin other monsters or change of monsters levels. (what if u have other monsters but they all were lv 1 monsters... then u cant activate Alphans' ?).

Its same case as Cyber Dragon Infinity targeting tribute-summoned Apoqliphort Killer, you wont tell me now that here you cannot target Killer with Infinity effect cuz it does nothing (will ya? xD)(if they were the only monsters on field).

Or a lv 3 Gagaga Girl targeting lv 3 Gagaga Magician.

"Effect that does nothing cannot be activated" in my opinion doesnt refer to the effect that doesnt change the situationals but so long the minimum requirements for an effect are available the effect can be activated ( a targetable monster in Cyber infinity's and Gagaga Girl's case).
