1) thats not the same case as Raigeki buddy , cuz Reigeki requires monsters on opponent's side to activate , however Alphan requires only a target to activate.
"Once per turn: You can target 1 "Super Quantum" monster you control;" it doesnt say "other" Super Quantum
"all face-up monsters you currently control become that target's current Level" again it doesnt say all "other" face-up monsters...
The text doesnt refer to the requirement of havin other monsters or change of monsters levels. (what if u have other monsters but they all were lv 1 monsters... then u cant activate Alphans' ?).
Its same case as Cyber Dragon Infinity targeting tribute-summoned Apoqliphort Killer, you wont tell me now that here you cannot target Killer with Infinity effect cuz it does nothing (will ya? xD)(if they were the only monsters on field).
Or a lv 3 Gagaga Girl targeting lv 3 Gagaga Magician.
"Effect that does nothing cannot be activated" in my opinion doesnt refer to the effect that doesnt change the situationals but so long the minimum requirements for an effect are available the effect can be activated ( a targetable monster in Cyber infinity's and Gagaga Girl's case).
