Check number c107, its effect prevent opponent from activating effects on field

i have try it but not working i can active more then card by turn , i have use the effect of Great Shogun Shien

this is the script i made:


but there is a problem, each player can activate cards, ok but when a player starts a chain it can activate more than 1 card.
