For starters, this is the wrong section of the forums to post this. (Edit: your topic was moved to the correct place now.)

Secondly, those cards are currently in Beta, which are automatically downloaded when you load YGOpro. However, this isn't available if you are running Windows XP or older, because they are too outdated and don't have the necessary functions.

If this is you, you will need to go to the beta cards thread in the card rulings and card bugs sections of the forums and download the cards manually yourself. There should be a guthub link there.
