When I use the 3rd effect of "Spellbook of Fate" to banish 1 card the opponent control. I can banish the "hazy" monster ("hazy" monster cannot be targeted by card effect) and Utopia even it had "ZW" equipment that prevent Utopia from being targeted. That means the script code for "Spellbook of Fate" doesn't treat it a target effect.
Please answer me if the effect of "Spellbook of Fate" is a target effect or not.

Banishing 1, 2 or 3 "Spellbook" Spell Cards in your Graveyard is a cost.[1]
None of these effects target.[1]
