You can Ritual Summon this card with “Machine Angel Ritual”.
(1) Once per turn: You can target 1 face-up monster you control; gain LP equal to half that monster’s current ATK.
(2) When a Ritual Monster you control is targeted for an attack: You can activate this effect; negate that attack.
(3) If this card is in your Graveyard: You can banish 1 other “Cyber Angel” monster from your Graveyard, then target 1 monster your opponent controls; Special Summon this card from your Graveyard, and if you do, gain control of that target.

that's normal, because ritual monster are just like extra deck monster, they need to be properly ritual summoned first before they can be summoned by other effects from graveyard/banished so you'll only be able to use its 3rd effect if its been ritual summoned then sent to grave from the field first

You can only Special Summon a Ritual Monster if it was Ritual Summoned properly before. It has to be Ritual Summoned first, otherwise it cannot be Summoned from the Grave.
