Hey, Time Wizard is still treated as a Effect Monster instead of a Spell card, in his description it says "This card can also be played as a Spell Card..." so it should still be able to be summoned as a monster card, even if his effect works only as a spell card, while set on S/T ...

Time wizard was never a monster (the anime reused the IRL proxy like they did for a lot of card) but a spell

To be fair, I asked a wikia mod/admin on his opinion about this and he confirmed they are Spell Cards in the Anime.

Though, I wouldn't count the proxy being proof. :V
