In YGOPRO Percy here, most of the players follow:
1. TCG Banlist.
2. Both TCG and OCG Exclusive cards allowed.

OCG Banlist is minor.

That depends on where you live.

OCG are the main rules in most of east Asia.
TCG are the main rules everywhere else.

You can use YGOPro to duel either way, so feel choose the banlist appropriate for your circumstance.
