Chaos Emperor Dragon Envoy of the end new errata update as remove the cannot be special summoned by other ways text in both OCG and TCG so does that means if it his special summoned properly first it can be special summoned from the graveyard. Don't used Yugioh Wikia rulling as a reference for rulling since they have not update the rulling yet because they are currently moving to a new web site.

The ruling did not change. You still cannot Special Summon CED from the Graveyard even if you properly Special Summon it first. The TCG just removed the "and cannot be Special Summoned by other ways" part of the text as it is redundant and only took space.

The detail you should be looking for in a card's text is the following:
1) If it says "Must be Special Summoned by.." then you cannot Special Summon it from the Graveyard even if you Special Summon it properly first.
2) If it says "Must first be Special Summoned by.." then you can Special Summon it from the Graveyard if you properly Special Summon it first.
