Is there any rule that confirms that a link monster with no effect works still as an effect monster or it should be normal?

I ask because I tested with this card >> Gem-Merchant and does not work with Gaia Saber, the Lightning Shadow but works just fine with these pendulum cards (Mandragon,Dragong...).

Neither. Normal Monsters are the one with the yellow border and the Normal type explicitly listed. Cards like Gaia Saber, Gem Knight Pearl or Blue-Eyes Ultimate Dragon are non-Effect monsters: they're not Effect monsters, but they aren't Normal monster either. There's no bug, Gem-Merchant isn't supposed to work with Gaia Saber.
