Why are some anime cards usable on them but others not?

No anime cards should be able to be used in a non Anime game.

In an anime duel there is a special Anime banlist.

If you wish to play with all cards when you host a game click the option "Don't Check Deck"

Finally I found where the problem lies:Traditional chinese edition includes some anime cards that original percival18 edition does not have.
